在國家衛(wèi)生健康委、中國紅十字會的指導支持下,由中國器官移植發(fā)展基金會組織編寫的《中國器官捐獻和移植發(fā)展報告(2023)》付梓。
自2018年3月第一部《中國器官移植發(fā)展報告》啟動編寫以來,時至今日已連續(xù)出版五部,成為中國器官捐獻和移植官方權威數(shù)據(jù)來源。
中國政府高度重視發(fā)展人體器官捐獻與移植事業(yè),過去十多年,隨著臨床醫(yī)學的進步及相關法規(guī)制度的完善,尤其是2007年5月起《人體器官移植條例》的施行,我國人體器官捐獻和移植事業(yè)取得了長足進步。例如,2016年,國家交通、航空、鐵路等六部門聯(lián)合建立了器官轉運綠色通道,為拯救生命贏得了寶貴時間;2017年5月,《中華人民共和國紅十字會法》修訂,明確要推動器官捐獻工作,探索了慈善機構等開展人道主義救助機制;2021年正式實施的《中華人民共和國民法典》中也明確了器官捐獻的基本規(guī)則;2021年7月由國家衛(wèi)生健康委、國家發(fā)展改革委、財政部等七部委聯(lián)合出臺的《人體捐獻器官獲取收費和財務管理辦法(試行)》明確人體器官獲取使用成本,著力建立完善人體器官獲取收費管理機制,有力推進器官移植法制化進程,是中國器官捐獻移植改革的歷史性進步。
2023年12月《人體器官捐獻和移植條例》的正式頒布標志著我國器官捐獻和移植事業(yè)邁上了新臺階,進入了新的發(fā)展階段。此次條例的修訂,在名稱中新增了捐獻二字,這一變化凸顯了器官捐獻的重要性,也彰顯了黨和國家對于器官捐獻移植事業(yè)的高度認可和推動這項大愛事業(yè)高質量發(fā)展的信心和決心。《中國器官移植發(fā)展報告》也從今年起正式更名為《中國器官捐獻和移植發(fā)展報告》。至此,以捐獻為前提的中國器官移植事業(yè)將在陽光下繼往開來,砥礪前行。
習近平總書記在黨的二十大報告中提出,推進健康中國建設,把保障人民健康放在優(yōu)先發(fā)展的戰(zhàn)略位置,完善人民健康促進政策。在世界衛(wèi)生與健康領域,中國持續(xù)發(fā)揮著重要作用。同時,中國的衛(wèi)生與健康事業(yè)也受益于國際間的相互支持。近年來,我國主動加強與各國的交流合作,全面展現(xiàn)了器官移植的頂層規(guī)劃、制度構建、法律法規(guī)以及工作體系。通過世界衛(wèi)生組織全球器官移植監(jiān)測網(wǎng),向國際社會公開提供相關數(shù)據(jù)及分析成果,以透明之態(tài)呈現(xiàn)我國人體器官捐獻與移植工作的顯著成效。
黨的二十大強調增進民生福祉,提高人民生活品質。在新的時代背景下,新的時代賦予器官移植更高使命。我們將鍥而不舍地奮進,構建一個完備且契合倫理規(guī)范、符合世界衛(wèi)生組織準則的器官捐獻與移植體系,全力攀登器官移植科學技術的新高峰。
本報告是中國器官移植發(fā)展基金會組織編寫并連續(xù)出版的第五部報告,是中國器官移植發(fā)展改革成果的忠實記錄。本次報告的出版,不僅是對過往工作的深度總結和提煉,更是對未來發(fā)展方向的清晰洞察和精準把握。在連續(xù)出版的歷程中,我們不斷積累經驗、完善內容,而本次出版更是在前幾部的基礎上,融入了最新的研究成果、實踐經驗和國際前沿理念,為推動中國器官捐獻和移植事業(yè)的發(fā)展提供了更具前瞻性和指導性的參考,也為全球器官移植領域貢獻了獨特的中國智慧和中國方案。中國器官移植發(fā)展基金會將繼續(xù)秉承使命,以本報告為基石,為推動我國器官移植事業(yè)的蓬勃發(fā)展不懈努力。

Under the guidance and support of the National Health Commission and the Red Cross Society of China, the Report on Organ Donation and Transplantation in China (2023) organized and compiled by the China Organ Transplantation Development Foundation has been published.
Since the release of the inaugural Report on Organ Transplantation in China in March 2018, five volumes have been published consecutively, establishing itself as the official and authoritative source of data on organ donation and transplantation in China.
The Chinese government places great importance on the development of human organ donation and transplantation. Over the past decade, with the advancement of clinical medicine and the improvement of relevant laws and regulations, especially the implementation of the Regulations on Human Organ Transplantation since May 2007, significant progress on organ donation and transplantation has been made in China. For instance, in 2016, six ministries including transportation, aviation, and railway, etc., jointly issued the Notice on the Establishment of a Green Channel for the Transport of Human Donor Organs, thereby establishing the green channel for the swift transport of human donor organ in order to save time for life-saving activities; in May 2017, the Law of the Peoples Republic of China on the Red Cross Society clarified the responsibilities of the Red Cross Society of China in facilitating organ donation, and exploration on establishing the mechanism of humanitarian assistance by charitable organizations has started ever since; in 2021, the Civil Code of the Peoples Republic of China was taken into effect, clearly stipulating the basic rules of organ donation; in July 2021, the Interim Provisions on Financial Management of Human Organ Procurement jointly issued by seven ministries clarified the cost of organ procurement and utilization, with a focus on establishing and improving the financial management mechanism on issues regarding human organ procurement procedures. This has significantly accelerated the organ transplant legalization process, representing a landmark development in Chinas organ donation and transplant reform.
In December 2023, the official promulgation of the Regulations on Human Organ Donation and Transplantation marked a new milestone in Chinas organ donation and transplantation, ushering it into a new stage of development. One of the most significant revisions to the Regulation was the addition of Donation to the title, which highlighted the importance of organ donation and demonstrated the Chinese governments commitment to organ donation and transplantation, as well as its confidence and determination to advance this cause of great love. Consequently, from this year on, the Report on Organ Transplantation Development in China has also be officially renamed to the Report on Organ Donation and Transplantation Development in China. Henceforth, organ transplantation in China, which is founded on organ donation, will persist in its pursuit of advancement in the public eye.
This year marks the beginning of fully implementing the spirit of the 20th National Congress of the Communist Party of China. The report of the 20th National Congress presented by President XI Jinping stated that, (we must) advance the Healthy China Initiative, give strategic priority to ensuring the peoples health and improve policies on promoting public health. China remains a significant player in the global health sector. Concurrently, Chinas health initiatives are also bolstered by international assistance. In recent years, China has taken the initiative to enhance exchanges and cooperation with a variety of countries, demonstrating the top-level planning, institutional construction, laws and regulations, and work systems of organ transplantation. At the same time, China provides relevant data and analysis results to the international community through the World Health Organizations Global Observatory on Donation and Transplantation, presenting the significant achievements of organ donation and transplantation related works in the country with transparency.
The 20th National Congress of the Communist Party of China emphasized the enhancement of peoples well-being and the improvement of quality of life. Against the backdrop of the new era, organ transplantation has been endowed with a higher mission. We will persevere and strive to build a comprehensive organ donation and transplantation system that aligns with ethical standards and conforms to the guidelines provided by the World Health Organization, and make every effort to reach new heights in science and technology development of organ transplantation.
This report is the fifth edition compiled by the China Organ Transplantation Development Foundation, which is a faithful record of the achievements of reform on organ transplantation development in China. The publication of this report is not only an in-depth summary and refinement of past work but also a clear insight and precise grasp of directions for future development.
As a result of the ongoing publication process, We have acquired experience and enhanced the quality of content. This publication, based on the previous editions, incorporates the latest research findings, practical experience, and international cutting-edge concepts. It provides more forward-looking and guiding references for promoting the development organ donation and transplantation in China, and also contributes unique Chinese wisdom and solutions to the global field of organ transplantation. The China Organ Transplantation Development Foundation will continue to uphold its mission, taking this report as a cornerstone, and make unremitting efforts in promoting the vigorous development of organ transplantation in China.
